The album was a dedication to his deceased parents. Saturnalia was more than likely written about his father.

while I can see where you draw the father son connection (Saturn ate his son(s), I do not think this song was specifically written about his father. His father had not passed away when the song was written and Manson has said that he really did not know just how sick his father was. But ultimately, the song definitely ties into his relatiinship with his father and his fathers passing, after the fact.

In the song Manson sings "I was invited to eat the young", putting himself in Saturn's (the fathers) position. By putting himself in Saturn's position, he is, once again, portraying himself (or the character within the story) as one of the many incarnations of Satan.
As much of Manson work, this song can be interpreted in many ways and has many layers and comcepts of meaning ranging from simplicity to the most complex.
A good place to start is researching into what is the saturnalia, why and how it originated, and the significance of Saturn.
The song is adherent and ties into to the overall main themes that span the entire album, two of which are Satan (The album was set to be titled Say10, but was later changed to heaven upside down) the title, Heaven upside down, first and foremost, is indicative of another strong theme that runs throughout the album - that of being in a state of reversal, backward, or, obviously, upside down.
The concept of Satan within the song, Saturnalia, is implied via Satan's association with Saturn throughout history, within both myth and various religions. Some believe that the planet Saturn is literally Satan incarnate. But of course Satan's association with Saturn in most cases is symbolic, myth, and allegory.
A few notes on Satans association with saturn... Satan and Saturn are literally the same word. One is early Latin, one late latin. Also, Satur is the goat-legged half man half goat 'deity' headed by Pan (a representation of satan) sometimes spelt 'satyr' in English.The Oxford dictionary identifies it as 'Saturos' in Greek. The Saturs and their leader Pan are also known as "Goat-gods".
Just Google Satan and Saturn and you will be overwhelmed with the information provided about Satan's association with Saturn throughout history, which is very interesting.

This is either Manson's confession or his exposee on the Hollywood child trafficking (see Pizzagate and Adrenochrome in Hollywood). The celebrity religion of Saturn ("my god"), invited to eat the young, the bottomless celebrity scar...
To me, it seems like Manson is/was in a relationship or good friendship with someone, and there was a discrepancy in the relationship about the morality of ingesting child-sourced adrenochrome, for which I think 'sunsets' in this song is a codeword, and the hard metal is the needle. It sounds like one of them is scarred by the practice (terror in the teardrop), and possibly that they need other drugs to cope with the reality ("make it snow"). "No matter how cold you are" either means the person is the evil one, or they have gone cold in the relationship after finding out the truth. The 'smile like a rifle' probably means they try to cope/pretend with a smile, but there is the very real threat of them 'triggering' to do something, like go out and tell people the truth. "Cast out now, no fire to smell" probably means a person has been banned from the Saturn religion, and can no longer be a part of the cultish practices.
The rest of the song seems to talk about the world ending or changing drastically, which has links with this elite circle.

The exit sign on their road is death -- where they get off the 'high way'. Him being another bullet hole is working with the others to kill the friend/lover, and he doesn't want to do it but he knows he must to protect their inner circle.
