I think it's about living your life to the fullest, and not just moping around all the time.
I also think it is about living you life to it's fullest. Don't be cynical even when life is hard and you feel like your living for no real reason. and even though things aren't the best, your lonely, and you question every you just need to stop and live a little
I think it's a sort of struggle the person is having, in the verses he's trying to find the answers to questions with no set answers like the purpose of life and he's drowning and burning for them inside because he's finding nothing and feels down about life, but then in the chorus he's fighting back saying not to be so cynical about everything and to live.
i think he's talking about a relationship that is just not working out for whatever reason, but they keep trying over and over to make it work because they are so deeply bonded. and maybe he feels as if he's drowning in the failure of the relationship because he doesn't understand WHY it isnt working, or what the problem is, and he is frusterated by this because he doesn't know how to fix it.

I agree with the above, so many times we waste our life being cynical and wondering what's the point, even if we could finally get ahead, we're just going to die afterwards, then the chorus is criticizing and saying that we're just wasting our time wondering "why" when we could be out doing something better, but instead we just wait for it to come to us many times.
Easy, this song means stop thinking hard and just live life. Most people get in their spin of logic and reasoning, they find that there life has no purpose and become cynical to the world. Therefore "step down and smile" and get off your pedals of ideas.
