i think he's talking about a relationship that is just not working out for whatever reason, but they keep trying over and over to make it work because they are so deeply bonded. and maybe he feels as if he's drowning in the failure of the relationship because he doesn't understand WHY it isnt working, or what the problem is, and he is frusterated by this because he doesn't know how to fix it.
