This is such a nice song..I think it's about him trying to tie someone he loves to him because this person is fading or about to die, which the lines about helplessness and hospitals kind of imply. The poetic lines are so sad.."I ain't a soft and saccharine wannabe Still I pray to God, this song will end happily."

The Elephant Man was a deformed human in the 19th century who people treated badly because of the way he looked. Rufus mentions him in the song probably because he feels neglected and alone like the Elephant Man.

To answer stoppretending's question, the Elephant Man (Real name Joseph Merrick) lived during the late 19th century and had a severe physical deformity that made him an outcast, but overcame it and became very well respected in London society. He died very young, I think he was in his late twenties.
About the song: I love it. I think it's about being with someone who has so many problems, and even though you know you can't take them all away, you can make it better just for a little while.
I think it's about how someone who he really feels for but the relationship started off very sexual right away and now it's fading and he wants to try and keep it going.
According to Rufus himself, this song is about a junkie that he fell in love with and had a one night stand with. Years later, the junkie killed himself.
I think Rufus also said that "Baby" is about the same person.
