Pretty straightforward song. He doesn't believe in god and it's a criticism of religion in general. Killing and hating in the name of their gods, living a life in submission to an imaginary deity. Awesome song, between the lyrics and the instrumental behind it. Great delivery.
I don't think it is a straightforward criticism of religion, remember Parway Drive travelled the world before they wrote this song and went to third world countries were superstituin rules (Superstituin rules in the land of the weak).

"Power withheld" is obviously a link to religion and how governments/authorities have distorted religion to control the population (like the hindu religion, they have a caste system which has been connected to their religion, which is a barrier to them as lower caste individuals have nearly no rights in their religion and the lower caste is about 95% of the population)...

"Left by the loss of Understanding" - i believe this is a link to how Humanity creates religion to explain to them existence or the things humanity doesn't understand etc.
"There is no god that could love this world" - Now this is why i believe it is not a direct criticism of religion but more a criticism of humanity as he actually doesn't state that "there is no god" however he says "there is no god that could love this world" suggesting If a god did exist he would not love humanity and our sly ways.

You're right, of course. But religious people always refuse to believe that anyone could be irreligious. Atheists, they claim, "hate God" (which of course implies that they actually do believe in God). I seriously believe that an artist could write a song that said:

People are afraid of things (religions and sometimes ethnicities) that they don't know about. A common example of this is islamiphobia. People don't know about a religion and therefore discriminate against and spread hate and fear about an entire group of people based on extremes.

This song is NOT about atheism or anything really related, this song is about how governments and the over the top ignorance, antagonizing, and hostility that currently surrounds us has tainted his religion. "There is no god, that can love this world" means that the person thinks that because of all the turmoil, he is starting to question if god can save him Its either that or the song is a metaphor for someone who has lost all hope and that he has no support from anyone in his life(ie "god")

Not only is not a single word in this song a reference to "government", if you can't see that this song is anti-religious with lines like this:
