A man singing about a long-distance relationship across the Atlantic. It's been a long time since they were together (roads became a city). He's speaking of his faithfulness and his worry about hers (what would you say x2 vs what would you do - actions speak louder than words)
I think the "what would you say x2 vs what would you do" is more indicative of him asking her, "what other choice do we have?" He says "It might be too late" right before it, so it is more of him saying, I am in love with you, distance has taken me away, but love draws us together. What other choice do we have but to continue on? Idk that is just how I see it!

"But we fell like rain" However, his life is not following up with society.
"Got lost into the sea" The man is literally lost, in a vast city.
"The wind will carry me" Although he's confused, the man will find way to readjust once more.
"So just hold tight" The man decides to let life take its course.
Ha ha, 'tis interpretation is my commentary, really. If people don't agree the world does not end.
In fact, the world becomes more broader.
