Yes, it's about being noticed (or unnoticed, in this case) by the person you like (could be someone famous, like your idol, or just some random person you are attracted to).

If someone means enough to you and you're insecure enough about what you mean to them, so much as an acknowledgment that they know you exist is sometimes enough to set you on an emotional high. To me this song sounds like a person - singing to a person whom he / she had has let down due to weakness/inability. Though the singer respect the other person a lot, due to what ever they have done in the past, the singer is unable to face the other person (who can be a friend / lover). He is unable to go to the place where he/she is.
I could say this is about a feeling of embarrassment and guilt.
