I've heard from a friend since he is from New Orleans it's about the NO Saints (the football team if you don't know).

Correction to the response below. But I have just seen them twice in concert, one just a few days ago and at both concerts he says "And this song is not about football but about the tragedies that people have to overcome in life" So no it is not about football at all.......

After I heard this the first time I felt they chose the title as irony, since the return of the Saints to the Superdome was accepted by most of America as a sign of NO's resurgence when in reality, the city is almost as fucked up from the floods as it was right after they happened.

"We have seen the change from the season of the storms the irony the cleansing with all our lives at stake from at rest to the present are sitting high among the elect on march the saints."

These lines suggest to me that the writer sees what's going on, how instead of taking care of the real problems the underprivileged in NO have had the last few years they got football. The Saints might be inspiring to some, but they aren't gonna shelter or feed anyone.

Speaking as a New Orleans native myself, I think it's more about those who remain in New Orleans.

" we have no confident voice in our ears for tonight exist on memory only headline... "

and "reading lips unable to hear the talk partake no tangible out in tomorrow... "

It's how it felt right after the storm. there was no confident voice saying New Orleans would return, we were all wondering if our home would just be a memory.

Which also lead to a sort of 'haze' attitude, not paying full attention "reading lips, unable to hear the talk" because no one was sure what tomorrow would bring.

"On March the Saints" is about preserving through all of that, and especially those of us who came back.

Most of the Saints (as in religious saints, not football teams) are defined by the suffering in their lives. If suffering makes a Saint (again, religious figure, not football team) we're all Saints down here.

I believe this song is about hurricane katrina, i think theres an interview with Phil on youtube where he speaks about it

Yeah hurricane katrina is definately one of the main influences for the lyrics of this song. A very valid and decent observation. Props to you sir.
