Speaking as a New Orleans native myself, I think it's more about those who remain in New Orleans.

" we have no confident voice in our ears for tonight exist on memory only headline... "

and "reading lips unable to hear the talk partake no tangible out in tomorrow... "

It's how it felt right after the storm. there was no confident voice saying New Orleans would return, we were all wondering if our home would just be a memory.

Which also lead to a sort of 'haze' attitude, not paying full attention "reading lips, unable to hear the talk" because no one was sure what tomorrow would bring.

"On March the Saints" is about preserving through all of that, and especially those of us who came back.

Most of the Saints (as in religious saints, not football teams) are defined by the suffering in their lives. If suffering makes a Saint (again, religious figure, not football team) we're all Saints down here.
