I believe this song is about Bryan Ferry, or, at least, dedicated to him (the title is a reference to a Roxy Music song, "2HB" -- "to Humphrey Bogart", in this case, "4 B.F." would be "for Bryan Ferry").

The song should've been on the 1985 LP Mad Not Mad but was omitted for some reason,maybe cos in part it sounds uncanily like another Roxy song called 'Out Of The Blue' It then later surfaced on The Ill fated 1988 Lp The Madness
