Sounds like a story about Cockney crooks meeting to decide on their new leader, as the current leader (Freddie) is getting on a bit and may soon die (and he does) but they're all still loyal to Freddie. :-)
The song is about the search for at first the people making attempts on local top gangster Freddie who is hospitalized, then after he is killed his murderer. (In the video it is revealed as Rev. Greene) Ian Dury plays a hoodlum leading the search through London's underworld.
Of note this features all three of Madness vocalists - Suggs plays the Rev. Green Lee Thompson is the televiison announcer who announces him. Chas Smash is Freddie and Ian Dury plays the hoodlum.
