This is a song about two homeless people. Arlington House is a big ol' building on Arlington Road in Camden, London (where Madness lived). It was used as a homeless shelter in the 1980's. I think the building is still there, but I dont think it's a shelter anymore.
The woman in the video for this song is apparently Sugg's wife. When I saw them live he dedicated to her and mumbled something to that effect.
The song is more than likely set on Camden Highstreet, a road that runs parallel to Arlington Road. The lock that the homeless man sees right though is without doubt Camden Lock and Arlington Road is not on the canal, while it runs right under the Highstreet.
