I think this song could be lamenting the excessive amount of jobs that get outsourced to China. I could be wrong but it kinda makes sense to me. Mining, specifically, is an industry that has been sent to China.

Then again it could just be a story about a miner who gets trapped and tries to dig himself out the other side (or a metaphor for a similar predicament).
