It might have that whole socialcritical thing to it. Like he looks and laughs at the absurdity of society surrounding him. But the last line "and i'm looking in from the out" clearly tells that he isn't part of that society although he lives in it.
what is this song about?? not enough....of something.... food? money? dope? wanting maybe needing more?

Haha yeah, this song is great tripped out.
I reckon its trying to find answers to life on a trip. Makes me imagine a dude sitting alone in a room on acid, figuring out if he should just end it all cuz his brain is SO full of fuzz and static :P
"Sweat of the Brow" is a doctrine that protects unoriginal work from being plagairized, as ironic as that is. For example, a telephone directory.. you cannot just copy someone else's phone book. You would have to do all the research yourself if you wanted to create your own phone book.
"Not enough to Sweat of the Bud" explains how two trips are never the same. I can give you the same drug but you need to come up with your own experiences and path to the knowledge you want.
"Searching for a means to an end." Pretty self explanatory. The "end" is the ego death that he is searching for.
"Giving up all in need of none." Giving up worldly possession in his search. (Possessions don't matter during ego death)
"Looking in from the out" Trying to see the bigger picture, and not be distracted by self. Making progress towards ego death.
