It looks like it is spoken from the point of view of a war-mongering leader. "The means are the end" most likely meaning that the way of getting his way is the end of life. We know that Neil writes often about war-mongerers, i.e. Blast Tryrant, so it seems to fit. Looking at any given line it seems to fit well.
I think it's about fascism or as cape kid said a tyrant. Impetus as the song implies is to move and attack. the person is imposing there will to 'Sweep' and 'Weed' the world.
