Unfortunately, I think your mom is probably wrong. The liner notes make no mention of any lyricist besides Andrew.
There were several songs called The Kindness of Strangers, there was one by a band called Nick Cave & The Bad Seeds, also a band called Onward, and The Simpsons but none of the same have the same lyrics so I don't think it's a cover.
