I've just noticed that the verse of this song is virtually identical to that of Neil Young's "Words (Between the Lines of Age)", the last song on his 1972 album "Harvest". I guess the Bouchard brothers must have been fans -- the resemblance is too close to be a coincidence.

I think this song is about a Nazi fighter pilot being pursued by Allied planes in England during WWII, crashing on the ground because the clouds are too think to see it.
