So anyway, If someone REALLY wants to hear what this song is about, here is my interpretation.
Young.... love..... passion. If you see the video, it shows a commercialized communist revolution/love story which really ends up being a commercial. That commercial is blended into a real riot/revolution. Mostly featuring young people.
I'm imagining a young man who feels passionately about two things, his love and his 'purpose' perhaps a political party or something. And he is constantly torn between the application of his energy towards her "All this time I should be there with you." but he rationalizes this effort by thinking he's making a better country for the two of them.
The most confusing lyric in this song: "It could be that I'm losing my touch, or maybe you think my moustache is too much."
Shows that she's falling out of love with him because he can't give up his 'purpose.' The mustache reference is to Che, the leader of Cuba's communist revolution.
Satellite is out of control is probably a reference to Earth as it satellites around the Sun. (The main character is unhappy with the direction the world is going.)
Brothers of the sun is a term used to describe man, regardless of sex. (We're both humans) And the cold reference may be in relation to getting back to nature and not denying truths of life. (Communist philisophical thought.)

This is a great song to dance to. My flatmate and I were listening to it the other day, and I've gone "Hey, Anne, I'm out of control!" and then turned around to leave the room and walked straight into the wall - god it was funny.
Can't help but dance to this song with all the lights turned low and a black light glowing. Mmm, it's such an enticing song.

The video is pretty good... with Rosario Dawson and all..
jpwild240 has some great ideas about the potential meaning of the song, but I think he/she may have gone too deep into it. Bernard Sumner of New Order fame was the vocalist and he has said repeatedly that he never puts much thought into his lyrics, preferring to let his muse just take over and whatever comes out is what comes out.
However, the youth thing is definitely a part of it, and may also explain the "moustache" bit. If you search for really old pictures of Bernard Sumner near the beginning of Joy Division (probably before they were called Joy Division), you'll eventually find pictures of him at the age of 18 sporting a really rather silly-looking moustache. In an FHM interview, he was asked about his moustache:
Q: "And there was a 'tache at one point, wasn't there?"
A: "Who f--king told you that? No, this is the new me... I'm going to admit to it. The thing is, I looked very young when I was 18 and they wouldn't let me in pubs. They wouldn't even let me in youth clubs. So, yes, I did have a bum-fluff moustache - one of those that don't quite meet in the middle because you haven't got enough testosterone running through your body.
