What my take on it is that Trey is Ocelot and this is Tom Marshall speaking to Trey about his addictions and how it changed him and how Tom would like for him to come back so to speak.

The ocelot is a beautiful animal that has much value to offer to the world. It was once an endangered species. Trey is an ocelot because there are so few like him in the world. This song is all about how it is not right to deprive the world of the beauty of Trey's music, much as it would not be fair to deprive the world of the ocelot's aesthetic beauty.

To me this is about people that never leave their homes towns. Instead of going out and exploring the world or even just a new city they stay in their home town doing the same thing they’ve done since high school. While everyone else moves away for better opportunities they’re still their on the block.
