What does he mean by Sugar, water?

Too many people "sugar coat" or "water down" the truth! If you're a real friend, you will be frank with your friend and not flatter them; (don't tell your friends only what they wan to hear, tell them the truth, even if it hurts. It could save their lives, i.e, their salvation depends on it!)
