This song is in the album that is entirely about the twelve step program. And this being the first song of the album this is the first step in the program. The first step in the program is admitting that we are weak to our addiction. The package is our addiction and the narrator says that "Clever got me this far,Then tricky got me in" meaning he used people to get his drugs.
Then the narrator says "Smile and drop the cliche 'Til you think I'm listening, Take just what I came for, Then I'm out the door again" meaning just shut the fuck up and give me what I came for.
"Lie to get what I came for, Lie to get just what I need, Lie to get what I crave, Lie and smile to get what's mine" the narrator says this is what he did to get his drugs: by lying.
The narrator then gets aggressive and wants to feed his addiction by yelling "Give this to me, Mine, mine, mine, Take what's mine, Mine, mine, mine, Take what's mine, Mine, mine, mine" wanting his drugs back. This proves to us that he is weak to his addictions and needs help.

Most hard drugs will not only take the focus as the regular primary goal, but your motivation to take care of almost anything else in life evaporates. You'll still care and as you lose everything and everyone's faith and trust in you disappears as they suffer over your slef destruction and finally lose the last of those holding on to you over your negative affect in their lives and your left with nothing but other addicts who want only to use you, you're not only left alone with nothing, you're reputation is accurate and well known. It is a shame and guilt. It's something you hide. You look like an addict, like someone to stay away from. Regular people, you'll not like being around at all anymore.
Well, here comes 12 step and everyone's disinngenuine sympathy, which you've not had in a long time, quite the opposite. Other addicts tell all like there is no shame. They can finally express their guilt and regret. It's your turn to share. You want that badly missed attention intensely, your floodgates open and the sensation of letting out so many pent up thoughts and feelings and experiences is euphoric, a euphoria without a crash or comedown. They go every night, some go to as many a day as possible, one girl said 7 was her record, with guidiness.
So, the same cycle of dopamine addiction is continued. Your withdrawal symptoms ease. Coffee is served freely for the stimulant and tobacco culture is accepted and prevalent just for that hook. Everyone hangs out in the parlking lot afterwords smoke and chatting, like after a night of drinking. Its a new social group of addicts who just want to use you...and Im sure almost all of them cheat the program and still use in whatever way.
So, its really just them getting you rehooked on their shit. 12 steps...all set out. All concisely stated. Each with a specific purpose to either hook you or sale the program, so everything looks ok on the outside. So, it is not only wrapped up in a nice like package in the, its all inside and purposeful and it's wrapped up. It's covered.
The package, equating to a score of drugs being a package. Even the phalis aspect of the word. Being dominated or controlled, raped, even seduced or overwhelmed by our desire.
So, this song very specifically explains what being in 12 step is like. I would do line by line, but I hope this sold my case :-)
I think this whole album works as a concept album about the stages of addiction (i.e. Twelve-Step Program). This song sounds like he's pretty desperate for something like smack or coke. Something that isn't very good for him, at least.

Although not all of the songs talk about one single step (The Noose might), I think that the entire album follows the concept of "what we used to be like, what happened, and what we are like now", as is said in the AA preamble. The album may be arranged in order according to this rather than steps 1-12, but I believe the album is definitely themed around a 12-step program.

Uh, slickvic? Have you heard this whole album? If the whole album is about addiction like you say it is, then how does "The Outsider" fit this category? Anyway, I do agree with ObsessiveTendencies that this is about some guy using a girl (or trying to find a girl for that matter) that will just go along with his sexual desires. He's obviously been hurt before because he tried to feel affection for someone, but it back-fired on him. He doesn't need someone to love, he just needs someone to engage in his sexual needs.

@A Perfect Circle The Outsider is about someone who doesn’t understand addiction is a mental illness and is telling the addicted person to just get over it. They are an outsider to the whole conflict, hence the name. The entire album is in fact about addiction and it’s pretty easy to see how for most of the songs, I don’t know how you missed it.

Ahh, I love this song. Great transitions and layering.... Anyways, to keep things short, I think this is about some one (most likely a man, but it could go either way) talking about how his only real need is to satisfy his uncomtrolable lust. He doesn't really want some one to connect with emotionally, just a person that'll satisfy his sexual cravings. He'll do anything to temporarily get with them, including lie, deceive, and pretend. As for the changes in the tone (like when he gets to the "mine" parts) he seems temporarily possessive of this person that he believes he's fooled and conquered. Maybe releasing some pent up aggression now that he's got what he wanted and doesn't have to play along with the bullshit act of his anymore, too...
i think you are absolutelly right! all the drugs theory's just don't fit in! for me, it's a need, an addict, but relacted to another person, something more personel then drugs! sex maybe! and he also doesn't want to get too close, it's kind a fight betewen what he wants, and what the other person want's! this song whas written thinking on someone else, deffently! sorry about my english! :) great great song...

Ive heard/read that this album is about addiction...everyone needs to look deeper than the obvious...the surface layer screams drug addiction....the deeper meaning is served by the drug addiction parallel. The 13th step is found in Genesis 14:4
