He definetly says "cheap ass", it doesn't make any sense as "sheeps ass", he's talking about Spiderman, except it's not really spiderman, it's just some dude dressed up as Spiderman ... badly. The guys wearing a cheap Spiderman suit and has Nike shoes on over the top (picture the image in you head) therefore he looks like a "cheap ass".
I heard this song about 5-6 years ago and I still use the phrase "nike shoes", among my friends to refer to anything cheap ass looking.
