this song to me means there is this guy and he's head over heels for this girl but shes not really sure wether he is the right man to get involved with even though he'd give her the world
Jules Shear wrote and recorded the song (not Crenshaw). Originally, it was "If she knew what she wants, I'd be giving it to her". The Bangles changed it to ".. he'd be giving it to her" and altered the verse-bridge sequence. There's a version of Jules' version on youtube.
It's a brilliant song about a guy who is head-over-heels about a complicated woman that he doesn't understand.

I change the lyrics around to be singing about a guy. I relate better to the song that way.
To me, this song has layers. The song seems to be saying that the woman doesn't know what she wants which is why the man doesn't know how to please her. But I think it really means that the man uses that as an excuse for not understanding her.
A man I like who shared his playlist with me (including this song) is a man who seems extremely unemotionally expressive. He's an older bachelor and I suspect has not had much experience with women. But to be honest, I think it's not because the women didn't know what they wanted. It's because he didn't know how to give it. We women don't want to be bossy or tell the guy what to do with emotions, but we need affection in words. We know that. It's not that we don't know that. We just don't want to have to tell you guys. We figure guys would already show affection if they really cared...
Some great comments here already. I just want to add that I think the change from the original first-person lyrics is brilliant. "I'd be giving it to her" becomes "He'd be giving it to her" and now it's like a friend of the couple offering observations on their complicated relationship. The original is kind of condescending, like "if this mixed-up girl could sort herself out, she'd realize how great I am".

To me this song is about a serious lack of communication. Whenever I hear it I think, yeah that's me, keeping it all bottled up inside and telling everyone I'm fine, fine, fine, when inside my head and my heart just want to scream.
As far back as I can recall, this song was either a Marshall Crenshaw cover or Crenshaw wrote this song just for the Bangles.
