Great lyrics, very true.
The city referred to in the song is Chrissy Hynde's hometown of Akron, Ohio. South Howard is a section of Howard Street in Akron that was bulldozed to build the Innerbelt, a spur of highway that borders the downtown area. In the process, hundreds of businesses and homes were demolished. Many Akron residents also deem the Innerbelt unnecessary.

I find this song rather eerie. it's the last song on what turned out to be the band's final album, and it has a rather strong sense of closure and finality. the last chord hangs on for over a minute and a half before it finally fades away. its almost like the band is trying to hang onto their final recorded note for as long as possible, like they don't want it to end. |

i live in northeast ohio, not even a mile from the cuyahoga river. to this day, the river is still horribly polluted. the allusion to red water also could be due to pollution, because pollution can sometimes turn the water red. instead of clear, the water is a very murky brown. |

personally, i think it's about him being at an unenjoyable party. the paper cup represents the cheapness of the party, because you're used to drinking champagne from a glass. once he realizes that they're playing R&B, he decides its time to go. |
