    Never Finally understand... or perhaps Now I finally understand...? Just my opinion, I think this songs about having just broken up with a girl or having troubles with one, he refers to not being able to get her out of his head. I think he says tongue tied because he can't say what he wants to say to the girl shrugs just my interpretation. Excellent song though.
