I do believe this song is about the woman in the Bible who was sick and had so much faith that if she could just touch Jesus, she would be healed. She was trying to push throught to the crowd and finally she touched his cloak and she felt Him heal her. that was when He asked "who touched me?"...this song is sooo beautiful, if you ever get the chance to hear it, take advantage of it!
