The Adam is correct on that. Does anyone else see weird charachters in place of where quotations should be. Well i really came here to explain the spanish portion of it, its a little off but a loose translation and interpetation is

The "word" "HARANGUE" um i think its supposed to be spanish but thats not the correct word. Haragan is the closest thing to it which means lazy and then haraganear is to be lazy. I dunno tho. There it is tho...oh yeah THIS SONG IS AWESOME
Hate to say this but you're both wrong. A harangue is a verbal condemnation of somebody. The whole verse essentially reads, "the scoundrel will hear this condemnation...are you listening?" It makes sense within the context of the song.
