This is crystal clear. The song was written less than a year after Ian Curtis died. It's not about God, it's not about death in general or Church or anything like that. The 'Him' is clearly Ian Curtis. The most convincing (and poignant) lyrics are

To be so near to such a person'
God's not a person (nor a 'Him' or a Her). The reason that he 'came here', i.e. into the music and art business, was to be in the presence of a person as transcendent as Ian Curtis.
