I\'ve always assumed it was about nuclear winter. We worried about global thermonuclear war a lot in the 1980s, and one of the expected results of such a conflict was a years-long winter due to all the dust it would kick up—the dust would block sunlight and the Earth would turn into a snowball, for a while at least. \n\nThe "ultimate device," by this interpretation, is the atomic bomb. The song seems to be about a group leaving an underground shelter for some reason. Maybe they were losers in a lottery held because there weren\'t enough resources in the shelter to support everyone? The "lucky ducks" would the ones who got to stay.
@blankfrank23 I thought for years Lene sang "we can't avoid the ultimate Device" and thought of that as our death but it's "demise" anyway and the song is about cryogenic freezing of the body to be woken in the future.
