I've always felt this song was about her going through a break up with someone that she loves, but might not actually be good for her. When he's around, they have their problems and life might be chaotic. But without him she feels stranded and empty. She realizes that living a life without him isn't even living. So, she's pleading with him to return life to her by bringing back the storm that sustains her life, i.e. his love is her reason for living.
