As far as meaning goes, it's pretty straightforward, but oh my God is the imagery beautiful. You can feel in the lyrics all those sensory memories that come rushing back when he finds that old photo.

"The Devil's beating his wife" is a Southern expression for the weather phenomenon of rain and sunshine occurring at the same time. I don't know whether "cry in the sun" is a common term for it, but it certainly evokes that image. Part of his memory of that summer rainstorm in the shed? A metaphor for the simultaneous joy and pain of his relationship with the girl from Carolina? I think it's both.
