I saw the "ocean" as the girls battle with depression/various mental illnesses growing stronger and stronger. But at first she is stable and her mental illnesses are at bay. The "waves" of depression are barley there. But she's terrified of getting bad again. Then she meets a boy. Who makes her happy. She then tells him of her battle with her mental illnesses and he tells her that he's going to keep her safe and make sure she's happy: "Out where the stones lay like bones by the ocean
Out where the waves crash contempt on the land
Someone was trembling for fear of the tempest
Somebody silently reached for their hand
Said, understand that if you're cold I'll keep you warm" He still thinks she's perfect despite her mental illnesses: "And besides, there's so much beauty in a storm" he then tells her he loves her and to trust him and place all her confidence in him. But that makes her a bit unstable and she tells him that she doesn't think she can handle the heartbreak at the end. And he tells her that heartbreak isn't going to happen even with her mental handicaps. And he tells her to calm down because everything will work out in the end. But despite everything he said. She still got worse :"So come down with me to the shore

He could not break apart the waves to bring her safely back in" he saw her start to get better for a brief time before she sank further into depression and ended her own life.: "He watched her hand break through the surface once, Then disappear again"
after witnessing his lovers slow descend into death he becomes very depressed and develops an "ocean" of his own mental illnesses. His mind is filled with her and he takes responsibility for what happened to her an it hurts him deeply : "Forever wait inside the sea for me, my dear
I hear you
You speak in every curling wave
And sing in every violent breeze"
He then becomes suicidal and hopes if he dies in the same manner as her he will be able to see her once again:" Someday not far away from here
My dear, I swear I'll see you". The seraphs...

But the seraphs are sad, because in the end, even though they destroyed the lovers, the lovers still end up happy and freed from them: "And we will hear the seraphs cry
For they will still envy you and"
Hence the title: "Fall down, never get back up again"
once their depression hit, and once they "fell down" to rock bottom they couldn't recover and ended their own life's and "never got back up again"
