I actually believe the second verse is from the perspective of god. He is replying to the first verse said by his conflicting entity. (The “Devil”, I suppose most would assume.)

The first verse is, as the two-part title suggests, said by the accuser. I believe Satan and Lucifer to be two separate beings, whichever you prefer, but the accuser is probably one of the two. He is calling god out. “And you fill their souls will all oppressions of this world. And all the glory you receive?” He can’t believe god gets so much praise for creating man only to punish him for his flaws. He further claims that he can give man what he truly wants, perhaps to be like god; fantasy.

The second verse is a rebuttal from god. “Let the children come to me, their mother loves me, so shall they.” He is pretty much saying that his followers are bred into faith, and is fully confident that they won't stray. “Woman, bleeding, ate my gifts, man was close behind.” The serpent, again, a different entity from Satan and Lucifer, did tempt Eve with the fruit of the tree. But god created the tree only for Eve to eat from it. So, who is the real bad guy here? The “woman, bleeding” lyric is an obvious reference to women being punished for Eve’s mistake by means of their menstrual cycles. “Just like a snake I’m slithering” sounds as though god is comparing himself to the serpent. Gee, I wonder why?

Most likely wrong, but its how I always imagined the song playing out; a conversation between “the devil” and “god.”
