I think the ocean symbolises a crowd and his ambitions, and for his sins/struggles he hasn't quite earned that crowd
"I’ve been told by the sky that the ocean I shall win
The 'sky' being God, "the ocean I shall win" is him being deserving of having that crowd, and facing the fears and problems, one day he will 'win' that crowd.
