I always interpreted this song to be about nuclear war.
The S/C/A/R/E/C/R/O/W could be a code word for nuclear bomb. "He burns my skin" could be talking about radiation from the bomb. If a nuclear bomb ever broke out, everybody would have to grow up in order to survive: "Make a wish when you childhood dies." "Hear the knock, knock, knock when she cries. We're all alone tonight." could be talking about hiding in a shelter and not being able to let the people knocking outside in.
"Hold your breath when a blackbird flies." Animals always know when something bad is going to happen before humans do, and the blackbird is symbolic, so it could be telling someone to hold their breath as to not breathe in fumes. "I'll keep you safe inside." means that someone's keeping a person that the really care about inside a shelter to keep them safe.
"Move your body when the sunlight dies
Everybody hide your body from the scarecrow." The sun would disappear because of fumes if a nuclear war would break out, so he's saying to run when the sun starts to grow black. The skies would be engulfed in methane and everything covered in rust. Playground eyes is a reference to your innocence disappearing and seeing the hate and pain that is killing the world.
"Love, love, love won't stop this bomb, bomb." almost seems as if it's purposely trying to contradict Beatles 'All You Need Is Love' by saying that even love can't save them from such horror as a nuclear war.
The song being a metaphor for nuclear war has always just made sense to me. Of course, it also could be interpreted as a metaphor for the people of society's loss of individuality, too. Nuclear war just makes more sense to me.
