When I first heard the song I'd thought the lyrics of the chorus were 'No way' instead of 'Norway' which leads me to this interpretation of the song...
There's an affair theme going throughout the album and the song before this 'Silver Soul' is about falling in love and stuff and in this song, I think the girl has found out she is pregnant, hence 'You came along with your tiny heart'. But when she informs the guy, or her partner of this news, 'Don't you know it's true?' he responds with 'No way' and if you imagine a really dramatised slow motioned image of someone saying that like, 'Noooooooo way' it can sound like 'Norway'. As Victoria Legrand has said "I’m very intrigued by words and how words change shape."
So this reaction of his sort of demonstrates that they're not ready for a relationship, like now if they had a child everything would be like set in stone and serious and that's why the last verse is like "Where you thinking that you gotta run to now/ With the beating of a tiny heart?"
And after this event the affair isn't the same anymore.... that's why the next song on the album, 'Walk in the Park' is about getting over a break up?
