I think Phil must modify this story to suit... as I saw them play it live many years ago and he told a slightly different version of the story:
Basically he was hitch-hiking out of town one day and this guy in a van picks him up. They start driving and go past a cat squashed on the road (1), then a little down the road the guy remembers that he left his weed at home... so they drive back to town passing the cat on the way (2). After getting back to the town Phil and the driver smoke some weed and then get back on the road, passing the cat for a third time on the way out (3). Hence dead cat three times.
