The idea was that the more people who wanted the contract, the more it would be worth. It was sort of like an opinion poll. Some claimed he could have been betting on the outcome of wars. He claimed that it was useful for aiding the Federal gov't about popular opinion on wars.
George W Bush covered up information on his father's pardons for those two. He did it for the honor of his father, and then went even further and gave them jobs in his administration. It's just wrong.
