I used to kinda dislike this song, dismissing it as bubble gum type babbling. Too gay (old school happy) to warrant listening to. Then I heard the song in a different way inspired by an episode of breaking bad. They played this song in the show while showing a prostitute. I just thought it was a funny song to play during those scenes but then the song was playing on my friend's iPod and I listened to the words.
I think Windy is a prostitute, on drugs. She walks the streets smiling at everybody, she bends down to give a rainbow, which you can figure out what I'm suggesting here. Everyone knows her. She has wings to fly, probably a drug reference. I like the addition of stormy eyes that flash at the sound of lies. She sounds very real, it's an interesting addition.
