enclave - an enclosed territory that is culturally distinct from the foreign territory that surrounds
So basically it's a territory that belongs to a specific culture that refuses or at least attempts to keep themselves separate from the surrounding society. For example, in Minnesota there is a huge Somalian enclave in St. Paul and they very much stick to their traditions.

...this verse is basically introducing the idea that they are separating themselves from the traditional society and that they need to rely on only each other to get by.

I have had experiences with people who are labelled a cultural enclave and these lyrics describe exactly what happened. You try to teach them, they don't want it. You try to show them, they don't want it.
The way I see it, is that the person who wrote the lyrics for "Enclave" was highly educated in human geography. They were able to take something that struck them and turn it into a very moving song.
