Hare Krishna = A Hindu hymn praying to the God Krishna.
Ashram = A Hindu sage who lives in nature.
So the line "Well she was a Hare Krishna in the Ashram Bare" doesn't really make much since it's saying the girl is a hymn in a sage. Maybe meaning she's a Hindu? That would explain the title somewhat.
The girl sold lots of drugs. (She was sellin Good as God)
*The girl cut some guys balls off randomly.

-Well I met her on the street where she beat me like a fool
Then she got me accepted to an Ivy League school
Well I real did good but it's kickin my ass
I lost 38 pounds and my eye turned to glass
Well she's lookin pretty good first week of July
She's got her dope up her ass and a needle in her eye.-
The girl beat some guy up and got him high on grade A drugs? (Ivy League school).
The drugs made the guy lose 38 pounds.
*The girl only comes around once a year? (Well she's lookin pretty good first week of July)
So in short the song talks about a Hindu girl driving her 1967 Cadillac across the country from west to east selling drugs (heroin?) so powerful that it's makes you think it's winter during the summer and cutting people's balls off.
As for the title I think is just reffering to how Hindu's have some (what seems to Westerns) as odd Gods in this case a monkey. In real Hinduism there are some monkey related gods such as Hanuman.
