I think its about how he feels like this girl has just been waiting for him so she can make him suffer, "with dark clothes dark thoughts on your mind" and she's waiting for him in the "rain", a time when he is already depressed and desperate for someone to lead him out of his depression. He asks who he is to be here now, as in he never thought this could happen to him. "Your mother must have run a school" i think means that he thinks women in general train their daughters to break hearts. Also left out of the lyrics above is "You were born to sing along", saying she was born to play along with how he felt for her until she was ready to say goodbye.
