It does sound much like he's speaking of Jesus (as does The Wizard) but to use His words, "And other sheep I have, which are not of this fold". He was referring of course to gentiles of all beliefs and, with the help of the apostles, particularly Peter and Paul, His words were assimilated into varies cultures and beliefs all over the world.
