Sounds like it's about a battle with vanity. "Past resignations": To all the times I have given up, now I am going to fight (he is going to stop nodding when he wants to shake his head no). "Fingernails, minocin, ritalin, ballons, magic markers(surgery (plastic))": all reference to self improvements or a major change in self knowledge.

Song is probably about Courtney Love in a non direct but very finger pointing kind of way. This is a Call and I'll stick around seem to be public voicings over Kurt's ex. Perhaps he blames her for everything that was wrong within their circle of friends.

Or it's about having to pay for a cell phone bill.

I've always hated the god d*mn line "finger nails are pretty, finger nails are good" it made me hate this song at an early age but now as a more mature music listener I obviously can look past a couple irksome lines and realize its not a bad song at all. Definitely fun to turn up and drive around too.
