I'm a Japanese and a huge fan of CAN. The Japanese lyrics in this song is hard to distinguish/understand even for a Japanese because Damo's voice is indistinct and the grammar is unusual -- but I try.

Hitori de soko ni suwatteru (The man who is sitting out there by himself) Atama no ikareta yatsu (Is crazy) Niji no ue kara shoben (Takes a piss from above a rainbow) Warera ga himo to yobu (We call him our pimp) LSD no machi kara (He left the town of LSD) Hanere, gaki wo osore (He was scared of bad kids) Asa ga mada konai no wo (There is still time before the morning) Saiwai na koto ni (Fortunately)

As you see, the meaning is ambiguous (as with English part). Maybe what matters for Damo was not what the words convey but how they resonate with the music (and a feel of strangeness and exoticness created by the use of Japanese), I guess. I hope this helps.
