I think it's about falling out of love while you are still in a relationship. He knows she's falling for someone else, but she's not telling him, and he loves her so he's not going to let her go unless she outright says she wants another man.
Despite, yeah, it does seem a lot like she is cheating, it also seems really innocent, too? Like she isn't exactly physically cheating, but mentally and emotionally she's with anoher dude.
