Personally I think that the song could mean one of 2 things for me.
The first could be about someone whose life has been so deeply rooted in war that they are more apart of that world than that of the world they lead during peace time. Therefore when the trumpets of war sound the call again he as much as he might regret or wish otherwise must answer that call.
The second scenario I think about when I hear this song is about someone who is in a constant state of war within themselves. Someone who is such a prisoner to their emotions that whenever the proverbial trumpet calls they are forced to march and carry out what that feeling is leading them to do. Even though it may be wrong and even tho deep down he may not wish to, the bonds of war inside him are too strong to let him go.
