"a call to arms" is an expression. Usually means 'a call to battle or war'. To me it sounds like he's singing to someone who is in a bad state of mind. Either depressed or just has a lot of negativity, possibly looking to commit suicide. He's telling them they can change their ways and get out of the rut they're in if they battle back and "invert this tragedy to come" (could be a suicide reference).
"Move through me, I'll be your triumph"
He's saying that he'll be there to help this person along in their battle.
