This song is definitely about an intelligent, affeminate teenage boy who is severely picked on at school. He dresses up as a girl at home and dreams of walking the streets as his true self and not being an outcast.
As for the above post, I agree with you to a point, except that the song is about one person who has two personas, one being private and hidden.
This song is not about your average teenager, but then again I've never really heard a B&S song about a "normal" adolesence.
