this song is about getting over a break-up. just look at the title. "Civil War" is the process of breaking up and "Isolation Thirst" is the need to be alone to think it over.

it isn't necessarily a romantic relationship that broke up. from looking at the line "last dance with The Silence," it could be a band breaking up too. The Silence was the band that Steve Juliano [lead singer of IAG] was formerly a member of, until they broke up.

anyway, back to what i was saying before. after this bad break up, whatever kind it may be, the person seeks relief at a bar with a woman. "With a lonely kiss from the love I missed" sounds as though he's desperate for company. all night they drink "to kill the loneliness" and tell each other "we'll never be apart."

but he doesn't really mean it. "I was so, so in love, you know I appreciate it But I can not take it" instead, he thanks her for helping him out through tough times, "I'll drink to you"

"Soon we'll see the sun rise Soon we'll see the sun again" refers to when he will be over the break-up. it isn't now during the song, but he knows someday it'll come.

the only part i can't sufficiently explain is: "I'm so tired, it's Killing me As she slits my throat with the pen I wrote "Civil War and 13."" possibly, he's tired of feeling sad and being with a person he doesn't really care about is making him feel worse, making his break-up (civil war) especially unlucky (13)?
